Roughly a third of all entries now involve digital transformation, which means jurors comparing them have become connoisseurs of a specific gap: the distance between a service being available online and citizens’ lives actually improving. Platform statistics — uptime, releases shipped, APIs published — describe the machine. The criteria score what the machine did to waiting rooms, error rates and the citizen’s Tuesday afternoon.

This guide sets out the four evidence standards that consistently separate winning digital entries from the launched-and-announced majority.

Adoption Is the Metric; Availability Is the Press Release

The defining number in a digital entry is voluntary adoption with a completion rate: what share of the eligible population uses the digital route, and what share of started transactions finish. A service at 85% adoption and 92% completion is transformation; a service at 100% availability and 23% adoption is a website. Jurors also probe coercion — adoption achieved by closing counters scores differently from adoption earned by being genuinely easier, and entries should evidence which they achieved.

Completion-funnel honesty is the credibility marker. Strong entries show the funnel — started, stuck, abandoned, completed — and narrate what they redesigned at the sticking points. An entry that admits the first release lost 40% of users at identity verification, then shows the fix and the recovered funnel, demonstrates exactly the iterative competence the innovation criterion exists to reward.

Legacy Retirement and Total-Cost Honesty

The efficiency criterion is where digital entries most often overclaim. Savings projections from business cases are not evidence; jurors look for realised numbers — and above all for legacy retirement. A new portal running alongside the old process, the old call volumes and the old back office is an added cost, however elegant. The decisive evidence is subtraction: systems decommissioned, licences ended, paper channels wound down with dates, and the budget lines that actually fell.

Total-cost honesty extends to the build itself. Entries that report the real delivery cost, the contractor-to-staff ratio and the unit cost per transaction before and after invite verification confidently — and the jury reads that confidence accurately. The pattern among recent winners is striking: their efficiency sections are modest, precise and audited, and they outscore rivals claiming triple the savings with none of the receipts.

Inclusion: The 15% That Decides Tight Fields

In a crowded digital field, scores cluster on impact and innovation, and the inclusiveness criterion becomes the tiebreaker. The standard is assisted-digital provision, evidenced: trained intermediaries in libraries and post offices with usage volumes; phone and counter routes maintained at quality (with their wait-time trends); outreach to offline populations with completion data; and accessibility conformance audited, not asserted.

The most decorated entries go further and instrument exclusion: who is not using the new channel, established by linking adoption to demographics, and what happened next. One recent winner discovered post-launch that adoption among over-75s was a third of the average, commissioned home-visit enrolment through community nurses, and closed half the gap in a year — reporting the entire episode in the entry. That paragraph likely decided the category: it converted a weakness into proof of a service that watches its own blind spots.
