Recognising Excellence Across Every Dimension of Public Service

The World Public Service Excellence Awards (WPSEA) is an annual, independently judged global awards programme that celebrates the governments, public sector institutions and leaders raising the standard of service for citizens everywhere.

Across more than 80 countries, public organisations are transforming how citizens experience government — faster services, smarter use of technology, more transparent governance and more sustainable outcomes. WPSEA exists to recognise that work against a single, published, merit-based standard, so that excellence can be benchmarked across borders rather than measured by reputation alone.

Recognition is organised into five award families spanning 50 distinct categories, from leadership and digital innovation to health, sustainability, transparency and service excellence. Every nomination is assessed through a 100% merit-based, three-level independent jury review — there are no shortcuts, and judging is firewalled from sponsorship.

The secretariat confirms eligibility and checks that your entry sits in the best-fit category before judging begins.

Independent Jury Evaluation

Anonymised entries are scored by a three-level independent jury against the six weighted criteria.

Finalist Shortlisting

The highest-scoring entries are shortlisted as finalists, who receive written jury feedback on their submission.

Winner Selection & Verification

Winning claims are verified before results are confirmed, protecting the credibility of every honour.

Gala Recognition

Winners are celebrated on stage at the gala ceremony and receive their winner package and credentials.

What are the World Public Service Excellence Awards?

An annual, independently judged global awards programme recognising excellence in public service. It honours government organisations, public sector entities, teams and individual leaders across 50 award categories in five families, assessed through a 100% merit-based, three-level independent jury review.

Who can participate?

Government organisations, public sector entities and public service leaders worldwide — from executive and leadership offices to ministries of finance, health, education, justice, interior, environment, infrastructure, digital government, foreign affairs, social development, and public sector enterprises.

Is there a fee to nominate?

No. Submitting a nomination is free in every category. Free entry is an integrity safeguard so no judging outcome is connected to revenue. Optional costs apply only to finalists who choose to attend the gala ceremony, and attendance is never a condition of winning.

How are nominations evaluated?

All nominations are assessed through a three-level independent jury review against six weighted criteria: Impact & Results (30%), Innovation & Vision (20%), Governance & Transparency (15%), Sustainability & Scalability (15%), Citizen Engagement (10%) and Leadership & Execution (10%).

Can an organisation enter more than one category?

Yes. The same body of work may be entered into multiple categories, provided each entry is written specifically to that category's criteria. Duplicated text across entries is penalised in scoring.

What do finalists and winners receive?

All shortlisted finalists receive written jury feedback and the official finalist mark. Winners are recognised live at the gala ceremony. Full details of the winner package will be published on this page shortly.

When does the 2027 cycle take place?

The 2027 cycle runs from the opening of nominations in mid-year through to the gala ceremony in December 2027. See the Schedule 2027 tab for the indicative timeline, and contact the secretariat for confirmed dates.
